Waiver of Debt Arising from Overpayment Denied

A member appealed the denial of waiver of his debt arising from erroneous payments of commuted rations for 10 months after he was issued a meal pass. The waiver cannot be permitted since the member was at fault in failing to inquire about the lack of a reduction in pay after he was issued the pass.
