Claim for Travel and Relocation Expenses

An employee appealed the disallowance of his claim for travel and relocation expenses incident to a change of station. Since he requested the transfer for his own convenience, he may not be reimbursed for relocation expenses. Authorizing officials clearly did not intend to reimburse the employee for the cost of his transfer so there was no error or abuse of agency authority.
