A company protested a proposed award, contending that the agency did not comply with requirements of the Walsh-Healey Act and that the proposed awardee was not responsible. The question of compliance with the Walsh-Healey Act is a matter for determination by the contracting agency as is the determination of a bidder's responsibility. A protest against an urgency determination by the agency was untimely.
