The protester alleged that the proposed awardee's product did not comply with the Government's specifications, that the delivery schedule was not being maintained, and that the awardee was not responsible. The proposed awardee will be bound to perform in accordance with specifications if it receives the contract. GAO does not review determinations of responsibility or matters of contract administration such as the allegation concerning the delivery schedule.
