Claim for Salary Retention in Downgrading of Position

An employee claimed salary retention incident to a reduction in grade made when the employee accepted employment at a district office at a lower grade. A salary retention is allowed for a position filling a special recruiting need. Since the claimant was apparently the only qualified applicant for the district office position, he was entitled to salary retention.
