A protester requested review of the rejection of its bid under a procurement funded by a grant from the Economic Development Administration, stating that the bid was verbally rejected because of failure to provide the name of its proposed minority subcontractor even though the protester certified in the bid that it would use a minority subcontractor. Since requirements concerning minority subcontractors are the subject of conflicting court opinions and litigation, the matter was not considered.
