Loan Fee Charged by Oregon Department of Veterans' Affairs Was Not a Finance Charge

An advance decision was requested concerning the reimbursement of a transferred employee for a fee charged by the Department of Veterans' Affairs of the State of Oregon to cover costs of preparing closing documents, appraisal costs, credit checks, and similar services in connection with purchase of a residence. Since the fee was not a finance charge within the meaning of Regulation Z, it was reimbursable.
