Excess Costs of Shipment of Household Goods

A Navy member appealed the disallowance of his request for cancellation of the excess costs charged to him by the Navy as a consequence of the shipment of his household goods incident to a change of home port. The member was not entitled to shipment at Government expense of items which he had not acquired on or before the date of his change-of-station orders.
