The protester objected to the proposed award to a bidder who failed to timely acknowledge receipt of an amendment clarifying the work requirements stated in the solicitation. Since the bidder upon acceptance of the bid would be legally bound to perform all work specified by the solicitation, the failure to acknowledge the amendment prior to bid opening may be waived as a minor informality.
