A protester against possible contract awards alleged that the low bid was unrealistically low and that award to the second low bidder would violate the Anti-Pinkerton Act and a procurement regulation. The protest involving the low bid was not considered because the agency found the bid nonresponsive. Award to the second low bidder would not violate the act since the bidder did not offer quasi-military armed forces which could be considered "similar" to the Pinkerton Detective Agency. The procurement regulation was not contravened, and even if it were, it would be a minor informality.
