A company requested the review of a contract award under a grant, maintaining that the awardee's bid was nonresponsive because of failure to quote prices for alternate items. The complaint was reviewed under Federal Procurement Regulations because there were no State or local laws on the point in question. The failure in the bid was not sufficient to warrant rejection since the bid offered to perform all work called for and did not prejudice the Government's interest or give the bidder an unfair advantage.
