A company protested the rejection of its low bid as nonresponsive. The protest was sustained since the bidder's listing of itself or another firm for each category of work specified on the subcontractor listing form rendered the bid responsive, and the solicitation requirement that certain work be performed by a specialist did not provide a basis for the determination that the bid was nonresponsive. The matter was referred to the agency for administrative action.
