A carrier requested review of the agency's disallowance of five claims for additional transportation charges based on rates in a government tender (Tender 1-W) instead of its tender (Tender 150). Disallowance of claims on four shipments was sustained because: Tender 150 covering electronic equipment applied on shipments of certain types of electrical equipment; the offer in Tender 1-W was conditioned on the absence of an applicable tender; and "electronic equipment" is a generic name, and the tender does not contain language which would limit its meaning. The agency incorrectly applied charges on the fifth shipment, and adjustment should be made on a quantum meruit basis.
