The protester to an Air Force food service award alleged that the award was not responsive because it did not meet the terms and conditions of the solicitation and that disparities in bid prices were violations of procurement regulations. Compliance with solicitation specifications is a matter of contract administration and not for consideration by GAO. There was no evidence of violation of procurement regulations. An unsupported allegation of bid collusion was not sufficient to overcome certification of independent price determination.
