Propriety of Paying Air Carrier for Transportation Services

A decision was requested concerning the propriety of paying a non-United States flag air carrier for transportation services. There was no certification to explain why a non-United States flag air carrier was used and, without such a certificate, the U. S. Government cannot pay for such services.
