A contract award was protested on the basis that rejection of the lower priced proposal was improper and not in the best interests of the Government. The protest was denied because: the proposal was properly rejected as technically unacceptable since the protester had failed to correct deficiencies after meaningful and sufficient discussion, the low price was not for consideration when the proposal was technically unacceptable, and the agency's failure to provide prompt post-award notification of the reasons for rejection was procedural and did not affect the validity of the award. A contention regarding an alleged pricing deficiency in the awardee's proposal was untimely, and an objection to the determination of responsibility was not considered since neither fraud nor noncompliance with definitive criteria was alleged.
