Allegations by Contractor That Its Contract Should Have Been Extended

An incumbent contractor protested against the method of contracting used during an interim period between expiration of the contract and award of a new contract, arguing that the agency should have extended its contract. Since the old contract had no option to extend, the only way to extend the contract was by sole-source negotiation which was not justified.
