Propriety of Proposed Rescission of Contract

The Forest Service requested a decision as to the propriety of the proposed rescission of a contract on the basis of a mistake in bid alleged after the award. The bid which was substantially lower than the Government estimate and other bids was verified, the bidder offered a plausible explanation for the low bid, and the acceptance of the bid resulted in a binding contract. There was no basis for providing rescission of the contract since the contract was not unconscionable.
