Bid Was Delivered to the Wrong Address

A company requested reconsideration of the rejection of its bid as late because the bid was hand-delivered to the wrong address. Since Government mishandling was not the primary reason for late receipt of the bid and no new facts were presented, the prior decision was affirmed.
