A company requested reconsideration of a decision allowing multiple awards with regard to the average prices of line items and not of subline items and contended that only multiple awards were authorized by the solicitation. The company's interpretation of the solicitation may be reasonable, but the earlier decision need not be overruled. The use of estimated percentages does not make applicable other cases which specified definite and not estimated quantities of subline items.
