A protester contended that it was eligible for award on a small business set-aside in spite of the Small Business Administration's (SBA) determination that it was not a small business because it had certified in good faith as a small business on the due date for submission of offers. Since SBA now requires that a firm eligible for small business set-asides must be a small business both at the time for submission of bids and time for award, GAO no longer reviews questions of good faith or self-certification where SBA has made a size determination.
