The protester alleged that the low bid, which listed prices for all items except one where dashes were inserted, was nonresponsive. The low bid was responsive since the dashes were an unambiguous affirmative act which evidenced the bidder's awareness of the requirement to include all items in the bid and their intent to obligate themselves to perform the work described by the item at no cost to the Government.
