Correction of Low Bid

The protester objected to the correction of the low bid for a construction contract. Information submitted by the low bidder to the agency in support of the bid correction was considered even though the information had not been furnished to the protester. Since the bid error was alleged prior to the contract award, the bidder presented clear and convincing evidence of the mistake and of the bid actually intended, and the bid as corrected remained low by a substantial amount, the determination to allow the correction was not disturbed.
