A company objected to the Army Corps of Engineers' cancellation of a solicitation for bids for rental of dredging equipment on the basis that all bids exceeded the government estimate by more than 25 percent and were, therefore, unreasonably priced. The cancellation was not unreasonable and was not disturbed since the Corps of Engineers thoroughly reviewed and revised the estimate in response to the protest and provided evidence reasonably supporting the estimate.
