The protester alleged that a solicitation for auditing services did not explicitly require that offerors be Certified Public Accountants (CPA's) and that the requirement that offerors be CPA's was restrictive of competition. The agency maintained that the requirement that offerors be CPA's was implicit in the solicitation. The solicitation was not ambiguous on this matter and the requirement was not unnecessarily restrictive of competition
