A protester to a contract award questioned the agency's evaluation of "key personnel" for work and its selection of a slightly higher-priced, higher-scored proposal. The protest was denied because: although the solicitation was not precise, it indicated that experience was more important than education, and even if proposals were rated according to the protester's assumptions, it would not have affected the outcome; it was reasonable to assign higher scores to the proposal that exceeded minimum requirements; merit given for education was consistent with that given for experience; and the higher-priced, higher-scored proposal was properly selected in spite of proper merit assigned for the lower price.
