A review was requested of an earlier opinion relating to the method of payment for the excess weight of unaccompanied baggage and to grant relief for a debt representing the cost of transporting unaccompanied baggage. The placement of weight limitations on bills of lading cannot legally limit transportation charges on the actual weight shipped. Employees are liable for transportation charges for excess weight on unauthorized unaccompanied baggage.
