Improper Award of Contract

The protester objected to the award of a contract, alleging that the awardee did not meet the solicitation's "definitive responsibility criteria." Although the award should not have been made to the firm because it did not meet the "definitive responsibility criteria," the award was not disturbed in view of the state of completion of the contract.
