F. D. Armstrong, Disbursing Officer of the Navy Finance Center, requested a decision concerning reimbursement of a military member who stayed with friends instead of commercial lodging while on temporary duty assignment. The cost of taking hosts to dinner may not be reimbursed as a lodging cost, since such expense was in the nature of a gift or gratuity.
