The claimant appealed a settlement which disallowed his claim for reimbursement of air travel in connection with his permanent change of station assignment to an overseas location. Since the claimant traveled with his dependents to the overseas location on a foreign aircraft, he is not entitled to reimbursement for the travel. Regularly scheduled air service by American carriers was available at the time of travel.
