A company protested as unduly restrictive of competition and not in the interests of a fair, adequate, and open procurement, the terms, requirements, and conditions of a request for proposals issued by the Army Electronics Command. The agency's determination to procure on the basis of agency-wide systems requirements rather than on the basis of individual installation needs will not be disturbed in the absence of a clear showing of unreasonableness. Preclusion of a particular offeror from procurement does not render the specifications unduly restrictive where the specifications reflect legitimate agency needs.
