RFPs Were Cancelled by Agency on Erroneous Assumption

Cancellation of five requests for proposals (RFP) for spare parts for radio sets was protested on the contention that the protester was the lowest responsible offeror on at least three of the cancelled solicitations. Although the RFPs were cancelled on the erroneous assumption that adequate specifications were unavailable, reinstatement and negotiations solely with the protester were not permitted.
