Claim for Reimbursement for Bid Preparation Costs Lost as a Result of the Cancellation of Invitation for Bids

T. C. Daeuble claims that, since the bidders were required to examine the mining site themselves and include safety costs in their bids, cancellation of the bid on the grounds of unsafe working conditions was unnecessary. The list of costs was not itemized and the bid cancellation was based upon determination to revise location of the site, therefore the claim was denied.
