Failure of Bidder in Possession of Government-Owned Property To Include Written Authorization for Use at Fair Rental Value

The low bidder on an invitation for bid (IFB), having failed to obtain written authorization to use Government-owned property, was not awarded the contract. Even though the property was of de minimus value, the IFB required authorization and the bidder had time to obtain it.
