Rejection of Bid Due to Lack of Capacity

The U.S. Information Service violated procurement regulations in rejecting Techniarts' bid for lack of capacity. GAO also has serious doubts concerning the agency's determination that the bid was nonresponsive. However, no remedial action is possible since the contract has been performed.
