Jurisdiction Over Determination of Nonresponsibility

A small business protested award to any other bidder, alleging that the determination of its nonresponsibility for lack of tenacity and perseverence was not justified. Since the Small Business Administration, which has jurisdiction, declined to appeal the determination of nonresponsibility, GAO has no authority to review the determination.
