Company's eight point protest was basically that agency failed to communicate to them a change in requirements, which made its proposal much higher than competitor's. Company further alleged that its prices were competitive on a staff-day basis. Moreover, request for proposals indicated evaluation would be based on technical/cost relationship, rather than cost alone. Award was improper, but it is impractical to cancel. Protest against responsibility will not be considered. Several other issues were untimely. (DJM)
