A decision was requested as to which of four vouchers should be certified for payment of backpay of an employee who was erroneously separated and later reinstated. The employee is entitled to backpay under 5 U.S.C. 5596 less amounts received as severance pay, unemployment compensation, and a lump-sum payment of terminal leave. He is entitled to annual leave earned during separation with the maximum amount restored and the balance credited to a separate account.
