Correction of Bid Error After Award

A decision was requested concerning the propriety of permitting correction of a mistake in a bid claimed after the contract award. The contracting officer should have been on constructive notice of a possible error since the low bid was 23 percent below the Government estimate and 48 percent below the next low responsive bid. In addition, there was no doubt as to the intended bid. The contract may be reformed to reflect the intended bid.
