A decision was requested as to whether a contract may be rescinded and a termination for default canceled because of an alleged mistake in bid. The contracting officer was on constructive notice of the possibility of an error because of the disparity in bid prices but made the award without seeking verification. As a result there was no valid contract; default action taken by the agency was not appropriate and may be canceled.
