Prior to bid opening, the protester contended that specifications contained in the solicitation were restrictive of competition and precluded all but one offeror from competing. The agency adequately justified its requirements as minimum needs that were not unduly restrictive of competition. However, the agency should reevaluate other minimum needs to determine whether its needs are overstated.
