Request of former Army member for waiver of claim arising from erroneous payment for 33 days excess leave was denied, since he should have known he had exceeded his entitlements. Payments for three partial payments, and for 4 days of advance leave, which was valid when advanced but became excess leave upon discharge, were erroneous and not waivable. (DJM)
