Untimely Allegations of Improper Action on the Part of Contracting Officer

The protester objected to certain actions by the agency, alleging that it was pressured into withdrawing an offer under one solicitation by the contracting officer and that it did not receive adequate notification of a change in procurement procedures. The protests were untimely since they were not filed within 10 days of the notification of or knowledge of the adverse agency actions.
