Highlights

A company questioned the propriety of the agency's evaluation of proposed prices. The proposals were not evaluated on a common basis, but in view of the wide cost differential between the proposed prices, there was no prejudice against the protester. A protest concerning a defective specification regarding the Government estimate was untimely since it was not filed before the closing date for receipt of proposals.
