Error in Bid Alleged by Sole-Source Contractor

A sole-source contractor claimed an error in its bid prior to award, withdrew the claim for correction, and then submitted another claim for correction after award. The contractor had withdrawn the claim originally because it was under the mistaken impression that the matter would be handled under procedures applicable to advertised procurements. Relief was granted to the contractor as an injured party because of innocent misrepresentation of the law.
