A company requested reformation of a contract because of a mistake in bid alleged after award. The contracting officer was on constructive notice of a possible mistake in bid because the bid was 91 percent higher than the Government estimate. However, since the awardee failed to provide its intended bid and the contract has been completed, payment may be made on a quantum valebant basis.
