A company protested a contract award to the low bidder, alleging that the awardee had prior knowledge of its prices and that the awardee's product was improperly qualified. There is no requirement that the alleged price disclosure be investigated. The contracting officer insisted that the product was properly qualified; this protest was not considered since it involved bidder responsibility, a matter not generally reviewed by GAO.
