A company protested the rejection of its proposal and the subsequent award of a contract. The proposal was properly rejected since the protester's best and final offer varied terms of the solicitation which stated that it was the contractor's responsibility to obtain French Government approval of telephone system installation by stating that it would assist the procuring activity in obtaining such approval.
