Retroactive Position Classification

A Federal employee appealed the agency disallowance of his claim for retroactive pay as a result of a change in the classification of his position. Reclassification of a position with related pay increase may not be made retroactive except when there is a timely appeal from a classification action which resulted in a loss of pay and, on appeal, the prior decision was reversed, at least in part. Therefore, the prior disallowance of the claim was sustained.
