A company requested reconsideration of a decision holding that cancellation of a solicitation was improper and the low bid was nonresponsive. The request filed by an interested party to the prior decision, was considered in spite of the fact that the party did not file comments during initial consideration since it had not been notified by the agency of the protest. The low bid was nonresponsive according to a reasonable interpretation of the solicitation's bid guarantee requirement, and the bidder's reliance on an oral explanation was at its own risk. The prior decision was affirmed.
